The data is produced by the CEI (Commission Electorale Indépendante, translates into Independent Electoral Commission). It’s partially available in disaggregated forms. The only available datasets for local elections are the 2013 and 2018 ones because the regular cycle of election had been disturbed by the political crisis/civil war and no local election were held from 2005 to 2013. The data that is available is indeed publicly available. Citizens can consult and download it from the CEI’s website. It can be downloaded as PDF files.
The results are presented in PDF files. Mrs Patricia Gouéssé, who previously had responsibilities at the CEI, explained to me that if citizens wanted more detailed information or data in a different format they can submit a request by writing to the CEI’s President. The request is then examined by the CEI staff. I tried sending a request which was accepted but not treated in due time, I still don’t know if a machine-readable dataset exists.
It’s a different dataset for each election and the 2018 data is up. Considering that it is the most recent municipal election, the website is up to date.
