Before 2013, the data was collected by the Ministry of Transportation. It was then free and opened licensed. Since 2013, the data is collected by a private concession (RUNT - https://www.runt.com.co). Thus, money needs to be paid to access the data or an agreement between the university and RUNT needs to be signed. This is the reason why we answered no as regard to the public availability of data, its gratuity and its free use. Additionally, as we were unable to access the latest data, which is the reason why we said to be unsure for the last question.
