The data is provided through the "Moovit" app and can be accessed from a computer or a phone. However, it cannot be downloaded. It is then not machine readable nor available in bulk. The data is not openly licensed as the page mentions: " © 2015 TRANSMILENIO S.A - All rights reserved - Reproduction prohibited partial or total".

Moovit is not an official publisher but the assessment is otherwise good. Further research would have been needed to understand why the GTFS feed is not published on Transmilenio's website. Also, note that a GTFS feed can be easily found online through GTFS data exchange, the data was published in 2013 by ETIB. https://www.gtfs-data-exchange.com/agency/empresa-de-trasporte-integrado-de-bogota/
