Openly licensed Yes, it is openly licensed. In the terms of use, the following is stated. There are some restrictions to the extent for which it can be used but it is within the limits of the law such as that the person who uses it cannot use it to harm someone else, delete content, impersonate someone else, commit a criminal offense – only use the data for a lawful purpose.

Up to date? Yes the data is up to date. However it is only available since 2011. The last update was April 2017.
