The data is provided on a timely basis as it is available on a regularly updated official government web page, there is a time stamp on the data itself, and the year of publication can be selected whilst searching for the dataset (in this case, 2016). It is harder however to determine for every dataset if it is publicly licensed, as the data is made readily available for users, and is presented as open to all as specified in the publication "Indice, presentación y metodología": https://www.ine.gob.gt/sistema/uploads/2017/09/06/20170906131225JOKGAR1qWcDotTCafCKPO5qi0ktfFZVc.pdf "The National Institute of Statistics -INE-, through the Unit of Sociocultural and Security Statistics, prepares the new edition of the "Statistics of Criminal Acts, 2016" tables, available to users ["researchers and the public in general"], which include the figures of the area of ​​security and justice of the country."
