a) Does the data exist?
Data for the two most recent years are available via the while for previous years they can all be found on the budget.gov.hk website (https://www.budget.gov.hk/2017/eng/previous.html). There are many datasets available for the 2 most recent budgets, one for each voice of expenditure, and all the funds accounts. Also, for each of the previous year budget there is a different way to get the data, as every year website changes quite a lot. The titles of the datasets change for every specific dataset provided for any voice of expenditure. To find the data, I checked on the open data portal of Hong Kong government, and easily find the two most recent years. For the previous years’ budgets I researched on the budget website (https://www.budget.gov.hk/2017/eng/index.html).
b) Is it in digital form?
Data about budgets are found in digital form, both for the two most recents and for the previous ones. Also, on the budget website (https://www.budget.gov.hk/2017/eng/index.html) all the data are to be found with a PDF (or several ones) explaining the data and describing the budget in detail. For previous years budgets the data are not always found in digital form, but in images and pdf as aggregated data.

To answer this question I tried to download and/or display the data online to check for restrictions. There was none.

f) Is it machine-readable?
Data from 2016 and 2017 are machine readable, provided in CSV. For previous years data are machine readable but not provided in the same comprehensive way. for data before 2011 only PDFs and images are provided. Budget before 2006 only have scanned images of the budget report.
g) Is the machine readable data available in bulk?
Data are not available in bulk. The two most recent years have a number of dataset that can be downloaded from the same web page, but once at a time, for every voice of budget. For previous years, data must be downloaded from every different part of the budget report, located each in a different website. h) Is it openly licensed?
