Data exist and are all on the Electoral Affairs Commission website.
The only part of the datasets that is provided also via link through the Open Data Portal of the Hong Kong Government is the one regarding the last Legislative Council elections (2016). Previous years election results are available only through the Electoral Affairs Commission and browsing in every single report specific for every election.
Since I was very surprised not to find more data on the open data portal, I looked for all the website that seemed related to the official electoral office of Hong Kong, and I finally came to the two official websites of the Electoral Affairs Commission and the Registration and Electoral Office, where all the data and information can be found easily.

All the data is on the Electoral Affairs Commission website: https://www.eac.gov.hk/en/legco/lce.htm https://www.eac.gov.hk/en/distco/dce.htm To get to election results data from the list of all the elections, however, a few steps are necessary: for every election a report is available (only 2016 elections have a dedicated website where to look into) and into the report the results are stored in PDFs as appendix of the report. Data that are available usually are:Geographical Constituencies Age and Sex Profile, Breakdown of No. of Electors - Geographical Constituencies, Breakdown of No. of Electors - Functional Constituencies, Voter Turnout for General Election, Complaint cases, Analysis of Invalid Ballot Papers, Results of General Election : Geographical Constituencies, Results of General Election : Functional Constituencies.

g) Is the machine readable data available in bulk?
No, as previously mentioned, it is quite intricate to get data for each election. To get all of them a lot of specific research has to be done, and every single table for every district has to be downloaded from a different report.
h) Is it openly licensed?
The content available on the website is subject to copyright owned by the Registration and Electoral Office ("REO").
i) Is the dataset up to date?
Actually, 2016 Legislative Council results are the easiest to find, visible and straightforward. Historical results are a bit more challenging to find, and they are not available through the open data portal.
