The data listed does not list the business permits per se. Rather, it identifies the businesses currently operating in LA, according to the list of businesses reported to the Office of Finance. Consequently, I think that the account number listed in the first column for each business is equivalent to the permit information we would be looking for.

Concerning the license of the data available, I was concerned by the fact that the only license or terms and conditions listed available were the "public" mention in the "about" section of the dataset (listed above). However, I looked for the license on the main website https://data.lacity.org. I clicked on "Developer Tools", at the bottom of which I found a link towards the Creative Commons License https://creativecommons.org/licenses/by-nc-sa/3.0/legalcode. I think it is the license under which all the LA Open Data content is created.
