The country of Mozambique is ranked at the bottom of the category in transparency for its national budget, according to the International Budget Partnership’s Open Budget Survey 2015. At the local level, the official website of the municipality of Maputo (Conselho Municipal) provides a text document with the annual budget of 2015. There are no files for the previous years. We tried to find data on budget via the municipal legislative branch (Assembleia Municipal), but they do not even have an official website.

Also of importance is the fact that the text document can only be open with Microsoft Publisher on a Windows PC: we only managed to access it with Sciences Po's computers, but not home.
