The data for the budget is sadly not available in bulk. Previsions of expenses per Department are not exploitable in a machine-readable format. The licence is very restrictive, as any content usage must receive prior approval from the Ministry of Finance (MOF) :

It is also interesting to note that the data is not available on the open data singapore site, which indicates that budgeting is not really a thing that the government of Singapore wants to keep open.
